Joint Utility Locating Information for Excavators (Julie)
Utility/Cable/Water/Sewer Locates
Underground cables for various utilities are buried throughout Naperville. These facilities can be damaged or ruptured by an assortment of digging instruments; a small bend or dent can create problems months later. The ramifications of damaged equipment and interrupted service are serious. Damaged cable can endanger property and public safety—it can also be expensive and time consuming to repair.
Before you plant trees or shrubs, erect a fence, or undertake any construction work, state law requires anyone digging to call JULIE (Joint Utility Locating Information for Excavators) for cable locations. JULIE alerts utility members in the area of your intent to dig.
The number for JULIE is 811, which may be reached 24-hours a day, seven days a week. Anyone digging in Naperville, including homeowners and contractors, must call JULIE at least two working days before digging. Colors used to mark buried facilities are:
- Yellow – gas or oil
- Red – electric
- Orange – communications
- Blue – water
- Green – sewer
If no call is made prior to digging, the person or firm doing the excavating work will be held liable for repair costs. Do not dig on the marked line(s) or within 18 inches of either side of these marks.
It is important to note that JULIE neither owns nor marks any underground utilities.
If electric lines are in conflict with a planned project, the property owner or contractor must contact the Department of Public Utilities-Electric at (630) 420-6185 to determine the most economical and efficient means to resolve the conflict. You will be held responsible for any damages.
Please note: utilities (electric, water, sewer, telephone, gas, cable TV) are entitled by law to access easements. Gardens, fences and other structures located on easements may be removed if placed on an easement which is needed. Property owners should check easement locations on their plats with the understanding that they must allow access to authorized personnel with proper identification.
